In 2024, governments in major manufacturing markets — China, India, Vietnam, Mexico, Brazil, EU member states — have all tightened VOCs (Volatile Organic Compounds) emission regulations. The coating industry, as a major VOCs source, is facing a new wave of environmental upgrades.

The main changes appear in four areas: First, lower emission concentration limits. Coating industry VOCs limits dropped from 60-80 mg/m³ range to 30-50 mg/m³ (varying by jurisdiction). Special restricted zones enforce even stricter limits (≤30 mg/m³).

Second, raised treatment equipment requirements. New regulations require medium and large coating facilities to install VOCs continuous emission monitoring systems (CEMS) with real-time data uploading. RTO/RCO and similar high-efficiency treatment is encouraged; pure activated carbon end-of-pipe treatment is being phased out.

Third, mandatory source reduction. New regulations require coating facilities to switch to water-based, powder, UV and other low-VOCs coatings before specified deadlines — particularly furniture, automotive refinish, and construction equipment industries.

Fourth, strict control of fugitive emissions. Coating must occur in enclosed spaces. Fugitive emission capture rates for spray stations must be ≥80%. Paint mixing rooms and storage tanks must be enclosed.

These regulations mean coating facilities must significantly increase environmental investment. Industry estimates suggest a mid-sized coating facility needs $200,000-$700,000 USD in environmental infrastructure to comply. But long-term, this accelerates industry consolidation — well-managed, green facilities will gain greater market share.
